ARTA to issue common regulatory best practices guide for frontline agencies

THE Anti-Red Tape Authority (ARTA) said it will launch next month a set of regulatory best practices for government agencies delivering services to the public.

Ernesto V. Perez, ARTA officer-in-charge and deputy director general for operations, said that the policy will establish a harmonized framework on good regulatory practice.

“We plan to launch next month the national policy on regulatory management. This will be the overarching national policy that will integrate all our reform initiatives such as the regulatory impact assessment (RIA). This policy will cover all government agencies,” Mr. Perez said in an interview on the sidelines of the ARTA’s Report Card Survey 2.0 launch in Quezon City last week.

“The RIA is a requirement for all government agencies before they issue or implement a regulation. The regulation should have undergone RIA to ensure that it is not causing undue regulatory burden on the transacting public,” he added.

Mr. Perez said the ARTA is also planning to implement the Philippine Business Regulations Information System (PBRIS) this year.

“PBRIS… examines if the regulation needs to be updated or is subject to the consultation process. It also ensures that the regulation is not overlapping with the other regulations of government agencies,” Mr. Perez said.

Last week, the ARTA launched its new Report Card Survey (RCS) 2.0, which covers all government services. It is an update to the RCS developed in 2019.

The results of the survey will be given to the ARTA in November, while an awarding ceremony for the government agencies rating highly on the RCS will be held in December. — Revin Mikhael D. Ochave
